They can lay eggs, but that size cage seems a little on the small size.

It won't be there permanent cage. It's just somewhere to put them in the winter months. I want to make a bigger cage. Something like 7x 3 ft.

But the guy who I got them from had 2 in a big cage with 2 rabbits, a bunch of bigger quail, a fantail pidgeon and I never saw them lay a single egg. Why? And I think they were both male and female

Very interesting that some one would have a vast mix of animals in one big cage. They might of been afraid to lay eggs with all them around.
